after 1930 that they recruited their members from this mass of apparently indifferent people whom all other parties had given up as too apathetic or too stupid for their attention. The result was that the majority of their membership consisted of people who never before had appeared on the political scene. This permitted the introduction of entirely new methods into political propaganda, and indifference to the arguments of political opponents; these movements not only placed themselves outside and against the party system as a whole, they found a membership that had never been reached, never been “spoiled” by the party system. Therefore they did not need to refute opposing arguments and consistently preferred methods which ended in death rather than persuasion, which spelled terror rather than conviction. 2

In Hitler's mind, the French position was clear. His power was fed by the steady compromise and complicity of the French nation. The simultaneous need (of those citizens who in whatever manner had cooperated) for protection, control and stabilisation of the nation allowed Hitler's system to gain force and to solidify. The divisions and incoherences at the very heart of Vichy thus nurtured and sustained Nazi domination.

Many Frenchmen won't want us to leave Paris, since their relations with us have made them suspect in the eyes of the Vichy French. Similarly Vichy perhaps does not take too dim a view of our being installed in Paris, since, if we weren't there, they would have to beware of revolutionary movements […] Our policy, at this moment, must consist in clever playing off one lot against he other. There must be two Frances. Thus, the French who have compromised themselves with us will find it to their own interests that we should remain in Paris as long as possible. But our best protection against France will be for us to maintain a strong friendship. 3
