In 1980 the U.S. Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), better known as Superfund. The purpose of this act was to provide communities across the nation with a legal framework and the financial resources necessary to clean up sites contaminated by decades of environmentally destructive industrial, commercial,
