Checking through documents and Cuban government official speeches that are closely related to Cuba’s foreign policy, one may easily find in one way or another that the Latin American and Caribbean counties constitute Cuba’s main natural partners. This inescapable reality has had serious implications for Cuba’s relationship with the region. In contrast, keeping diplomatic relations with Cuba, from low levels up to normal ties, has generated uncountable difficulties for its neighbors.
