But the important bilateral institutions—such as the International Joint Commission (IJC), which oversees the management of water levels in the Great Lakes and much more, and the North American Aerospace Defense Command (NORAD), which has served bilateral security so well—are structures that remain in place though they continue to evolve. For example, NORAD, with its bilateral maritime provision, might well find a role in Arctic surveillance and defense, monitoring space, air, and water.
