An author owes many debts, and I hope to acknowledge those who assisted with this project. In addition to my coauthor, who has made this collaboration an easy one, I want to thank a number of people who have given me help in ways both big and small.
This book grew from a conference paper that I wrote along with my coauthor and Marc Bacharach. Their enthusiasm for the project stimulated my own interest even when other responsibilities got in the way. Marc has left the academic life for service in the federal government; our loss is the nation’s gain.
