In China, the first criteria for classification of urban and rural populations, based on the administrative system, was used for the 1982 census; the second definition, based on permanent residency, was used for the 1990 census; and the current one modified the second definition and was used in the 2000 census. It defines “urban population as the total population of districts under the jurisdiction of a city with district establishment, the population of street-committees under the jurisdiction of a city without district establishment, and the population of resident-committee town under jurisdiction of a city without district establishment or under jurisdiction of a county. Rural population refers to total population except urban population” (7).
