Chapter 7 provides some major law and policy recommendations, arguing that Zambia should consider introducing techniques such as shifting the burden of proof from the prosecution to the accused, and lowering the standard of proof from beyond reasonable doubt to the preponderance of probability in criminal law cases of corruption. Constitutional issues that could possibly arise from the implementation of such proposals are examined, and proposals are spelt out to counter such issues.
