As a matter of fact now that the Americans have found out at St. Petersburg that a secret treaty does exist, I should say the Japanese and Russians might allay their apprehension by letting them see the terms of it. But it is not for us to suggest that to Japan.

Such is the language of East Asian diplomacy in the pre-World War I era. I will offer other examples for these and later years in the coming pages.
