In chapter 4, we use quantitative data to examine the degree of presidential influence in Congress, especially in the face of countervailing influence wielded by members of Congress who opposed the president. In chapter 5, we turn to a discussion of our findings: the impact of the Carter administration on environmental and fiscal policy, how the veto foreshadowed the politics of the 1980s and beyond, and the governing lessons to be learned from this series of events.
