Competency Standards Design Methodology

This chapter shows how the methodology prescribed by the then Australian National Training Authority (ANTA) for the development of vocational competency standards can be adapted for emotional intelligence competencies. It will be argued that it can be validly used for attribute-based competencies such as emotional intelligence competencies, as well as for the integrated vocational competencies for which it was intended.

Outline of the ANTA (2001a) Approach to Competency Standards

The ANTA (2001a) approach to the setting of competency standards arose as an outcome of a decade-long national training reform that began with the adoption of the policy of competency-based training through the National Training Board (NTB), in 1991. It has been developed to enable the specification of role- or task-related competencies (Hager & Beckett, 1995; Hager, Gonczi, & Oliver, 1990) and implemented across a wide range of industries throughout Australia.
