When these variables are identified and grouped, we may label them as subsets of variables. The idea of identifying and grouping variables may be compared to the process of decomposing an argument and recomposing the different strands of the issues to develop a new set of arguments. This process can lead to many positive outcomes. First, it means that we can isolate those variables whose presence in the model is not consistent with the prevailing environment, and second, we may simply adopt some of the variables to adjust an existing theory to reflect current realities. Third, the process may provide a clearer understanding of the structure of the system, and because the functions of the group of variables in a set are understood, it is possible to develop different levels of analysis. Since hidden variables may be of crucial importance to the study, certain patterns in the system may not be fully recognised. Sometimes these unknown phenomena may already be familiar and well-documented concepts in other disciplines, which, as suggested earlier, may require probing outside the parent discipline.16 This approach is successfully applied to tease out elements of intelligence function in the UN system.
Overview and Structure of the Book
This book is structured into four main parts. Part I examines various theories of collective action and their implications on a concept of collective intelligence in a decentralised system. In part II, a discussion on the key features of the UN system and strategic intelligence provides the background to the many problems of interfacing these two entities. Part III discusses the rationale for collective intelligence with regards to the UN, and part IV examines systems of action and contexts of intelligence processes and use in the UN. A chapter-by-chapter summary follows.
Chapter 1 explores the extent to which the theoretical tightrope imposed by mainstream theories restricts enquiries that do not fit neatly with familiar assumptions. Examining these concepts in some detail—their strengths, weaknesses, and impact on the idea of collective intelligence—provides an insight and understanding of how such a
