Chapter 1: | The Problem |
Summary
Three current reform movements will be described to set the stage for this inquiry: home schooling, charter institutions, and virtual education. These have all contributed to reform efforts in public education and have laid the foundation for the topic at hand, virtual charter schools. The review of the literature in the next chapter addresses the impact of these movements. In addition, using both quantitative and qualitative methodologies, data were collected to describe an example of virtual charter education, known as CAVA, and the perceptions of a sample group of its parents and school personnel. These data provide informa-tion to provoke discussion, implications, and recommendations in the final chapter of this research.
