Foreword

Given my interest in Latin America and urban development in middle-income countries, I was very pleased when Dr. Vassoler requested me to write a foreword for her upcoming book. Prior to my present teaching assignment at Fatih University in Istanbul, Turkey, I had a regular summer teaching assignment at the Universidad de Monterrey in Monterrey, Mexico—a city of approximately 3 million and the third largest in Mexico. Living in Monterrey gave me an up close view of urbanism in Latin America.

I would like to relate one of my experiences, which may illustrate some of the plights of urban living in Latin America. One night, while I was in Monterrey for my teaching stint, I decided to go to the center to have dinner and walk around. While I was in the restaurant eating, a tremendous downpour of rain commenced.
